    Crowley’s Exegesis can be abstracted to Optimizing for Failure. The notion was first presented to me as the purchase decision faced by an IT executive with purchase responsibility in the 1980’s when IBM dominated the field. Even if better options to IBM equipment appeared, there was a strong incentive to buy IBM in spite of that better option. If anything caused the project or the department to fail, blame could not be placed on that choice of IBM equipment.
    This is a management issue that requires proper mission statement and proper alignment of incentives.
    In the case of nuclear power regulation, it is easy to imagine that a tacit mission statement to end nuclear power could produce the outcome we have today…

    Every regulatory regime should have at its core a primary goal of maximizing the benefit of its industry to humanity.
